Plan for City’s downtown underway

The plan for the City’s downtown is moving along with a request for proposal selected. On Monday, Council gave Calgary based company O2 Planning + Design the Downtown Area Revitalization Plan (DARP) that will create a new vision for the downtown.

The dissolution of the Downtown Lloydminster Business Improvement District Board of Directors restarted the conversation of a new plan for the downtown. Mayor Gerald Aalbers says that Council was proposed DARP a year ago, but did not move forward with the proposal.

“Our Council felt that we didn’t have enough information so it was defeated at that time, it waited for one more budget year. I think that we’ve got a package together that we’re very satisfied with.”

The RFP proposes five phases for DARP that includes, startup, visioning, development, refinement and delivery. The final proposal will be presented to council at the start of 2019. Aalbers says that the timeline is reasonable once the design company gathers all the data.

The company will look for feedback from the City and downtown businesses in order to create a plan that will grow the downtown core. Aalbers says that there will be clear insight on what the downtown will look like once input is provided.

“I think that we have a lot of opportunity downtown and being able to provide people with some answers be it developers, be it property owners, be it business owners that don’t own property or that do own property. They’re looking for some direction and we want to be able to give some direction with the expertise that we expect from O2.”

The RFP will cost the City $149,955.75.
