As the City of Lloydminster is proposing changes to the lot grading and drainage bylaw, development security policy, and as well changes to excavation permits, they are holding an open house to hear from stakeholders.
Residents, lot developers, contractors and anyone with an interest is being invited to attend an open house on Tuesday, Feb. 28 at the LloydMall from 4-6 p.m.
Administration sees the proposed changes as impacting developers, their service suppliers and new homeowners.
Bylaw highlights
Under the lot grading and drainage bylaw, administration is proposing:
- Both at rough grade and upon completion of landscaping, a land surveyor must be retained to complete a lot grading certificate to document the elevations on the property
- Landscaping on the property must be completed within two years from the date of the occupancy permit. City staff will inspect the completed landscaping.
The proposal for the development security policy and land use amendment:
- Administration suggests a process where property owners are responsible for protecting city property adjacent to their lot during development. They will be responsible for repairing any damage they or their contractor(s) caused during their work.
- City staff will inspect for damage before occupancy and once landscaping is complete.
The proposal for the excavation bylaw and excavation permit policy:
- Administration wants a process where applicants for an excavation permit provide an administrative fee and damage deposit. Damage deposits will be returned following a satisfactory inspection of the restoration work.
- Applicants must provide a certificate of insurance.
On Feb. 6, at the GPC meeting, the lot grading and drainage bylaw, the excavation bylaw and the Lloydminster development fee schedule amending bylaw received first reading.
