The City of Lloydminster has announced a series of discussion sessions for the public to learn more about the proposed Lloydminster Utility Corporation.
Over the past couple days, residents of Lloydminster and area have taken to a public group on Facebook called, “What’s happening in Lloydminster,” to express concerns and discuss the City’s proposal to create a utility company in partnership with EPCOR, in order to finance and build a new mechanical wastewater treatment plant.
The facility is needed for the city to meet the water-quality requirements set out by the Saskatchewan Water Security Agency, who will implement their new rules effective July 2017.
As a result of the hubbub online, a representative of the City has replied. Communications and Marketing General Manager, Todd Corrigall, posted a reply to the group thread on Facebook saying, “The City of Lloydminster would like the opportunity to clear up some information pertaining to the proposed Lloydminster Utility Corporation.”
The post goes on to explain that a formal business case was presented at the city council meeting this week and accepted with a unanimous vote; the next stages coming in the process for Administration will include developing a detailed financial model, term sheets and definitive agreements.
“No construction work has been tendered or awarded at this point, as the project has not yet been given final approval to proceed.This would be accomplished through open Council meetings when all of the above materials are available for review. Should the Lloydminster Utility Corporation be granted final approval to proceed, an open bidding process would be made available. Following the Purchasing and Procurement Policy, all tenders are posted to the City website, advertised and awarded through an open competition and evaluation format,” wrote Corrigall.

In addition, on behalf of the City, Corrigall’s post announced that the City will be holding one-on-one discussions with residents about the Lloydminster Utility Corporation.
