Lloydminster residents to receive recycling rebate as new recycling program begins Oct. 1

Some Lloydminster residents will see a reduction on their utility bills this fall as the City transitions residential recycling services to Alberta’s Extended Producer Responsibility (EPR) program.

At its meeting on Monday, Aug. 17, Lloydminster City Council approved a temporary monthly rebate of $3.82 for eligible residential utility account holders from Oct. 1 to Dec. 31, 2026. The rebate reflects the removal of residential recycling costs from the City’s curbside collection fee.

Under Alberta’s EPR framework, producers become financially responsible for collecting and recycling the packaging and paper products they place on the market. Beginning Oct. 1, Circular Materials will assume responsibility for residential recycling services in Lloydminster, while Integrity Waste Solutions will continue collecting materials on behalf of the organization.

The City says the temporary rebate will cover the final three months of 2026. Starting Jan. 1, 2027, the reduction will be permanently reflected in the City’s Fees and Charges Bylaw through a lower curbside collection fee.

The rebate applies only to residential properties that currently receive and pay for curbside collection through their City utility account. Multi-family properties are eligible to receive recycling services through the EPR program, but individual tenants will not receive the rebate because curbside collection fees are not charged directly to their utility accounts. Commercial properties are not included in the EPR program and are not eligible for the rebate.

The City is also reminding residents that recycling collection schedules will remain unchanged after the transition. Residents can continue using multiple blue bags for collection, and a broader range of recyclable materials will be accepted beginning Oct. 1. Garbage and organics collection will continue to be managed by the City.

Multi-family property owners and managers interested in participating in the program must register with Circular Materials. The organization provides additional information on eligibility and registration requirements.

Until the new program takes effect, residents should continue following the City’s current recycling guidelines. More information on curbside collection is available through the City of Lloydminster, while details on the EPR program can be found through Circular Materials.

His mantra is focus on one thing and do it well.
