Border City voice leads Alberta construction

A Border City voice is speaking for the construction sector at the provincial level.

John Winter of Cooper Concrete in Lloydminster has been elected Chair of the Alberta Construction Association or ACA for 2022. Winter has led the Lloydminster Construction Association (LCA) and this afforded him a position on the provincial board.

“I found it pretty intriguing at the Alberta level and then they asked me to join the executive. And so last year, I was the senior vice chairman and chairman this year.”

There are eight regional associations across Alberta and Winter is picking up the mantle on several files including innovation and technology, workforce and prompt payment of contracts.

“Workforce is a huge issue. There’s a skilled labour shortage; even just bodies to get people back to work. There are material delays even for existing projects. So those are kind of the main ones.”

Winter is looking forward to the government bringing new prompt payment legislation in August.

“It affects everybody from the owners to the general contractors to the sub-trades. It’s just to keep that chain of money flowing to everybody and not giving the power to the owners or giving the power to the sub-trades to determine how they get paid or when they get paid and it’s fair for everybody.”

Winter has been with the local construction association for over a decade and the LCA is congratulating him on this new provincial role.
